Russian State Duma adopts draft law on redistributing budget funds for defense

MOSCOW, November 2. /TASS/. The State Duma deputies adopted in the first reading a number of amendments to the Budget Code, which reinforce the possibility of rapid redistribution of funds for special expenditures.

In particular, the draft law proposes that changes in redistribution of budgetary provisions (in the range of 10%) for national defense, national security and law enforcement can be done without making changes in the federal law of the state budget by the decision of the Finance Ministry.

According to Deputy Finance Minister Alexei Lavrov, this will "increase efficiency and flexibility of using these funds and will generally improve their performance."

According to the explanatory note, the draft law aims to create a legal framework for the implementation of the law on the federal budget for 2017 - 2019.
