MOSCOW, October 31. /TASS/. State-owned companies and state monopolies do not create an environment capable of supporting economic efficiency in full scope, ex-Finance Minister and Chief Executive of the Center for Strategic Research Alexei Kudrin said on Monday.

"State-owned companies did not create the environment supporting economic efficiency at large. We need to change the policy in respect of the government sector, state-owned companies, reform and change the situation with state companies and state monopolies," Kudrin said.

It is proper to significantly contract spheres where the government prevails or regulates, Kudrin said. Significant changes should occur in this area in a decade and the government should leave a range of spheres through planned programs, he added.
