Russian Duma speaker believes giving up flat tax rate may be considered

A flat individual income tax rate of 13% is currently effective in Russia

MOSCOW, September 20. /TASS/. Speaker of Russia’s State Duma Sergey Naryshkin believes it's possible to consider linking tax rates to income levels.

"This is my personal opinion: I believe we may think of introducing different taxation levels linked to revenues. However, we need to estimate whether we make losses as a result of such measures," Naryshkin said in an interview posted on Komsomolskaya Pravda newspaper’s website.

The flat taxation scale for individuals was introduced in Russia in order to make citizens accustomed to payment of taxes, the speaker said. "The tax payment discipline has already become normal," he added.
