MOSCOW, December 12. /ITAR-TASS/. In an annual state-of-the-nation address to the Federal Assembly Russian President Vladimir Putin has set clear-cut ways of development of Russian economy, building up its structure and foundations, State Duma Vice-Speaker and secretary of the United Russia General Council Sergei Neverov said here on Thursday.
“The measures that the president had proposed will make our economy to be more oriented at the domestic market,” he believes.
“The president has determined absolutely concrete growth points of Russian economy for the near future, setting the development of Russia’s Far East as the top priority for the whole 21st century,” Neverov noted. He also valued highly the proposals, which the president had made that harsh measures are needed for de-offshorisation. “Putin’s initiatives proposing that the companies, which are registered in foreign jurisdictions, should pay taxes in Russia and cannot claim for state support, state contracts and state credits. These are honest and fair rules of game for all participants of the economic process. Certainly, they will promote business development in Russia and the growth of budget revenues. This means that the state will have more instruments to resolve the issues of the health care system, education system, about which the president had also stated in his state-of-the-nation address today,” the State Duma vice-speaker ntoed.
Neverov is convinced that “the measure to introduce five-year tax holidays for the enterprises of a network of special territories for faster economic development should be put into practice before July 1.” “It will give an impetus not only for the country’s economy, but also for an absolutely new life level in the whole Far East region and the regions in East Siberia.”
“As for the issue of making the power stronger, the president focused exactly on those measures, which are of concern for people today, at the level of management, which is mostly close to Russian citizens. The president gave a direct instruction, including that to the State Duma, to specify the principles of local self-government, making it well-balanced and provided with the powers,” the secretary of the United Russia General Council noted. He also noted the president said about the level of districts so that “this level of power would be able to fulfil the tasks these authorities are facing fully.”
Neverov also noted in the presidential state-of-the-nation address the development of civil institutions and particularly the presidential proposals on new principles of forming the Public Chamber, making the number of representatives of different professional and social groups higher in it. This will not only expand largely the capabilities of the Public Chamber as a body, which presents all interests and opinions, which exist in the society, but also enables to bring the process of developing the recommendations on the most pressing problems to a new professional level, the State Duma vice-speaker believes. “It is needed to ponder over possible spreading of this principle of forming the chamber on its regional branches,” he said in conclusion.
