MOSCOW, November 23, 12:26 /ITAR-TASS/. Head of the Civil Initiatives Committee, former Finance Minister Alexei Kudrin suggests allowing a part of taxes and authorities to regional and local powers.
“The centre believes it knows better how to organise reforms or how to improve the education. I am sure we need a major U-turn here. I am sure this needs to be done - the general line for de-centralisation of the state power, of authorities and of finance,” he said.
“There are many suggestions how to organise de-centralisation of expenses and revenues: how to share sources, possibly with authorities, or how to do so by means of taxes.” The former minister did not specify in his speech what taxes and authorities should be given to regional and local powers.
