MOSCOW, October 5 (Itar-Tass) - Russia’s Prime Minister Dmitry Medvedev called for adopting the 2014 budget in time.

“The fact that at the State Duma we shall have more discussions is normal,” he told a congress of United Russia on Saturday.

The prime minister said he was sure there would be arguments.

“But the main dinancial document, which is being born in battles, in arguments, should be adopted in time,” he said. “We cannot afford the luxury the Americans do. We should adopt the budget soon and to live according to it.”

The draft budget for 2014 and for the planned period is tough but workable, Medvedev said.

“This year, the budget is rather tough,” he said commenting on the country’s main financial document. “The world crisis has not passed us” and “our own gained problems are not leaving us.”

“Thus, we had to accept certain limitations, including the five-percent cut - accept for the protected articles,” the prime minister said. “I would like to stress - all social obligations under that budget will be fulfilled.”
