MOSCOW, July 10 (Itar-Tass) The Russian Defense Ministry is planning to create a mini science town in Zverev Krasnogorsk Plant in northwest off Moscow for servicemen from science military companies, Deputy Defense Minister Oleg Ostapenko told journalists on Wednesday.
"We have been considering prospects for creation of the science township, accommodation of servicemen, meeting their everyday needs, creation of laboratory and scientific production facilities," Ostapenko said. Communication channels will be also organized to ensure contacts with our scientific departments, Ostapenko said.
A production basis is being created in the plant, managers have been appointed, and projects are being selected in the interests of Russia's defense, Ostapenko said.
A voluntary basis will be the main criterion used to form the science companies, Deputy defense minister Nikolai Pankov told journalists at a round table on Wednesday.
"Although a voluntary principle is not applied to compulsory military service but we have decided to do that" Pankov said. "It will be a good opportunity for young, talented scientists to undergo military service at science companies" Pankov added.
The project of creating the science military companies is a result of a preparatory work at the defense ministry, institutes and at the expert community, which developed the regulations for the activity of the science companies and clearly formulated the requirements to the contingent, Pankov said.
The science companies are not based on a juridical and organizational form endorsed forever. "We will discuss problems of the improvement of the organizational form with experts and institutes" Pankov said.
