RF budget strategy must be ready by September

The long-term forecast of the social and economic development may be adjusted

MOSCOW, June 13 (Itar-Tass) - The budget strategy of the Russian Federation up to 2030 must be ready by September. The long-term forecast of the social and economic development may be adjusted. This is stipulated by the Budget Message Russian President Vladimir Putin delivered on Thursday.

The document says the Russian government should conclude within three months the drafting of the budget strategy of the Russian Federation for the period up to 2030, and, if needed, to amend the long-term forecast of the social and economic development.

The president regards ensuring the long-term balance and a steady budget system as the main principle of a responsible budget policy with unconditional fulfillment of all the obligations of the state and of the tasks set in the May 7, 2012 decrees. The draft federal budget for 2014 and for the planned period of 2015 and 2016 will be worked out in conditions of the earlier forecast revenues, so it will be necessary to adopt algorithms for the use of various sources of financing should the budget deficit unexpectedly increase, the president holds.

The document says that the parameters of the forecast of the social and economic development and the draft federal budget for the three-year period must be part of the appropriate long-term forecasts, which should be considered simultaneously. There must be compatibility between the indexes of the forecast of the social and economic development for three years and those for the period up to 2030.

Putin also holds that the strategy must contain clear guidelines for resource ensurance and assessment of the risks of the lack of balance with various forecasts and the recommended algorithm of actions in implementing them. He also suggested amendments to the legislation. The government should establish on a permanent basis the procedure of working out the long-term forecast of the social and economic development and the long-term budget strategy.
