Aggregate incomes of Russian parties exceed three and a half million roubles in Q1 2013

The federal law obliges all registered parties to inform the Central Election Commission about their incomes and expenditures

MOSCOW, May 9 (Itar-Tass) - Aggregate incomes of Russian political parties in the first quarter of 2013 exceeded 3.515 billion, the Russian Central Election Commission told Itar-Tass on Wednesday.

The federal law obliges all registered parties to inform the Central Election Commission about their incomes and expenditures.

“Monetary contributions account for the bulk of the sum - some 3.447 billion roubles. The rest are property contributions,” the Commission’s spokesman said.

According to the Central Election Commission, eight out of the 62 registered parties “have not yet fulfilled the demands of the federal law and have not reported their incomes, sources of such incomes and the use of funds.”

According to the Central Election Commission’s statistics, 27 political parties, or less than a half of those registered, had revenues in the first quarter of 2013. “The rest received neither money nor property in the above period,” the spokesman noted.

The bigger part of revenues come from the federal budget, which under the law pays in proportion to the number of votes cast for the parties at the latest parliamentary elections. In all, 3.354 billion roubles came from the state budget. Contributions from other sources amounted to 57.1 million roubles, including 39.2 million roubles from legal entities, and about 19.9 million roubles from individuals.

Parties that have seats in the State Duma lower parliament house are among the richest. Thus, the ruling United Russia party received more than 1,786 billion roubles, the Communist Party of the Russian Federation (CPRF) - about 708.708 million roubles, A Just Russia - about 458.688 million roubles, the Liberal Democratic Party of Russia (LDPR) - some 405.623 million roubles. A total of 119.639 million roubles arrived at the accounts of the Yabloko off-parliament party. The Civil Platform received 11.093 million roubles, and the Patriots of Russia - 10.9 million roubles.

From among the so-called new parties, the best results were demonstrated by the Alliance of the Green - Popular Party, which received 7.8 million roubles, the Civil Force (thre million roubles), and the Republican Party of Russia - the Party of People’s Freedom (slightly more than 1.178 million roubles). The sums received by other parties do not exceed one million roubles. The Democratic Party of Russia, with its incomes of 2,490 roubles is at the bottom of the list.

As concerns expenditure, a total of 1.153 billion roubles were used to carry out statutory activities, including more than 197.6 million roubles to fund parties’ governing bodies, and slightly less than 43 million roubles to organize party congresses, conferences and general meetings. More than 22 million roubles were used to organize public actions, and 2.1 million roubles were transferred to election funds. Party spending included establishment and maintenance of printing houses, information agencies, mass media, educational institutions. A total of six million roubles were spent on these purposes. More than 543 million roubles were transferred to regional branches and other registered structural divisions.
