NOVO OGAREVO, February 13 (Itar-Tass) – President Vladimir Putin called for a stop to the “creaming off” practice used by subsoil users that abandon deposits without taking all of their mineral resources.
Speaking at a meeting of the Commission on the Development of the Fuel and Energy Sector on Wednesday, February 13, Putin proposed introducing obligatory regulations for the development of reserves.
“All subsoil users must comply with the current terms of work at the fields, use up their reserves in the entire license area and give up the screaming off practice,” he said.
“We should introduce obligatory regulations for designing and developing fields,” Putin said.
