RF govt to discuss state property management improvement

The ministers at the meeting intend to correct the requirements for the formation of the personnel reserve of civil servants

MOSCOW, February 7 (Itar-Tass) – The Russian government will gather on Thursday for a regular meeting to discuss how to improve the management of state property. Economic Development Minister Andrei Belousov will deliver a report on this issue, the government's press service said reported.

In addition, the Cabinet members are to introduce amendments to the Law “On Civil Status Acts,” in which every newborn will be given insurance number of the individual ledger account (SNILS). The ministers will also transfer to the regional level the obligations to pay benefits to citizens with children, at the same time providing for the necessary subsidies from the federal budget.

The RF government intends on Thursday to withdraw from the Law “On Banks and Banking Activity” the outdated rule prohibiting “the founders to withdraw membership during the first three years from the date of registration of a bank,” which was relevant in the period of the national banking system formation.

On the proposal of the Economic Development Ministry it is also planned to adopt amendments to the law on anti-corruption expert examination of legislative instruments, which allow not to conduct expert examination of draft concepts and terms of reference for the development of laws because they do not contain legal rules.

And the considered amendments to the law on guarantees of electoral rights allow election commissions to publish the lists of political association only on the Internet, without duplicating them in the printed media.

A number of amendments are aimed at simplifying the rules of farming. Thus, amendments to the relevant law allow farmers to apply to local authorities for getting land plots for agricultural activity, presenting only the certificate of registration of a farm.

The ministers at the meeting intend to correct the requirements for the formation of the personnel reserve of civil servants. Russian citizens from now on will be able to get to the personnel reserve not only on a competitive basis, but also on the basis of merit rating through the career growth. Being in this reserve itself will no longer be considered civil service.

The Cabinet members will also exclude the package of shares of the Pskovavia airline from the privatisation plan and transfer it directly to the Pskov Region. And the region for its part undertakes to attract investments worth about 480 million roubles for the comprehensive renovation and modernization of the property of the Pskovavia OJSC and the development of Pskov city airport infrastructure.

In addition, the ministers on Thursday are to ratify the agreement with Switzerland on the mutual recognition of official hallmarks on watches made of precious metals, which eliminates the need to re-assay and hallmark them when they are imported by the Russian Federation. The same rules will be applied to Russian watches of precious metals imported by Switzerland.
