PM introduces bill on taxman-taxpayer pre-court dispute procedure

The procedures offered by the bill will ensure less expensive ways to protect taxpayers’ rights by excluding court costs, including the payment of the official fee

MOSCOW, December 17 (Itar-Tass) — Russian Prime Minister Dmitry Medvedev has submitted to the State Duma lower house of parliament a bill aimed at the improvement of the procedure of pre-court examination of disputes between the tax authorities and taxpayers, the RF government press service reported.

The bill provides for the introduction of mandatory pre-court procedure of taxpayers’ appeal of all normative acts of the tax authorities and aims to improve the set by the taxes and dues legislation order of the pre-court examination of disputes between the taxpayers and tax authorities for the creation of favourable conditions for the taxpayers for resolving disputes without going to court, as well as to ease the burden on the judicial system and ensure consistency of the pre-court and court stages of resolution of such disputes.

Under the RF government’s order, State Secretary - Deputy Finance Minister Sergei Shatalov is appointed official representative of the Russian government for the bill consideration by the houses of the Russian Federal Assembly.

The procedures offered by the bill will ensure less expensive ways to protect taxpayers’ rights by excluding court costs, including the payment of the official fee.

The adoption of the bill does not require the costs to be covered by the federal budget.

The full text of the Executive Order of the Government of the Russian Federation No 2361-r of December 14, 2012 is posted on the official website of the Government of the Russian Federation www.government.ru.
