MOSCOW, February 28. / TASS /. Creation of favorable business conditions is the most effective response to external constraints, said Russian President Vladimir Putin at the expanded meeting of the Interior Ministry on Thursday.

He called the economy a "very important area" of work. "You see the conditions we live in and develop in, and the answer to external restrictions can only be to create the most favorable conditions for the development of the economy within the country," Putin said.

The President stressed that this is not a "departmental, but a national, federal task."

In President's opinion, "the law enforcement agencies have a special responsibility" in this area, because they are the "key link in terms of work, in terms of the keeping track of all the problems."

President Putin quoted the head of the Interior Ministry Vladimir Kolokoltsev that entrepreneurs complain about each other to law enforcement agencies, who then have to react. He compared the situation with entrepreneur's complaints with road traffic accidents. "In 2012, there were 203.600 accidents were registered, resulting in 27,900 fatalities, and in 2018, there were 168,100 accidents that resulted in 18,200 fatalities. Of course, something could be misregistred, but this is objective data," the President said. According to him, there is a "significant difference in the results, and a sign of a work in progress."

President Putin drew attention to the fact that when it comes of road traffic "the special responsibility always lies with the driver, because they are responsible for a high risk means of transport." "It is the same when it comes to business relations - the law enforcement officers have a special responsibility, because they are specially trusted by the state. The business does not bare such responsibility, we shouldn’t forget that," he warned.

"Last year, 109,500 economic crimes were detected, a rise of 4.2%. And how much did the crime solvency rate go up by? We have to look at this," the President said. He added that often entrepreneurs turn to law enforcement agencies, when there is a dispute concerning their clients, but they involve their friends, the "shady law enforcement partners." "We have to look at this angle as well," Putin said.

President Putin reminded about the great responsibilities law enforcement officers have, which they receive along with significant rights and service weapons. Overall, Putin thanked the Ministry of Internal Affairs employees for their service.
