All OPEC+ nations including Russia support cooperation charter — minister Novak

The charter is a new framework document fixing the format of cooperation between OPEC and non-OPEC countries

INNOPOLIS /Russia’s Tatarstan/, February 13. /TASS/. All OPEC+ nations, including Russia, support the adoption of a new charter on cooperation, Russian Energy Minister Alexander Novak told reporters on Tuesday.

"We have been considering this project together and, as you may know, it was sent to all OPEC+ participating nations in December. Currently, it is being trimmed and improved from the legal and technical points of view. In general, all countries support the adoption of this document. We too have repeatedly spoken about this, but it is now in the stage of final improvements," the Russian minister said.

The charter is a new framework document fixing the format of cooperation between OPEC and non-OPEC countries, including Russia, which started at the turn of 2016. The document was planned earlier to be signed at the OPEC+ ministerial meeting in December 2018 but further revisions were required.

The document entails no legally binding obligations for its signatories and is not a charter of a new organization, OPEC sources earlier told TASS.
