Memorandum against piracy content in Internet to be signed on November 1

Roskomnadzor reported that the memorandum is seen as an instrument for pre-trial interaction between market participants for control of authors’ content

MOSCOW, October 30. /TASS/. The memorandum to counter piracy content in Internet initiated by Russian telecom regulator Roskomnadzor will be signed on November 1, press service of the regulator said on Tuesday.

"Signing of the memorandum on cooperation between search engines and title holders for combating piracy content spread will take place on November 1, 2018," the press service said.

The regulator and titleholders view the memorandum as an instrument for pre-trial interaction between market participants for control of authors’ content, press secretary of Roskomnadzor Vadim Ampelonsky told TASS.

The final version of the memorandum was agreed by the Russian Internet company Yandex and titleholders. It provides for an anti-piracy register keeping and off-court cooperation between the parties.

Earlier several Russian TV channels - TNT, TV-3, 2x2, and Super - applied to the Moscow City Court demanding to take preliminary provisional measures against Yandex.

In particular, the TV channels claimed that the Yandex search offers links to the websites where the series of several Russian TV programs were illegally posted.

The court upheld the claim of the TV channels and obliged Russian media watchdog Roskomnadzor to take measures.

On August 27, the watchdog gave the Yandex.Video service three days to remove links to pirated content, which was done. After that, Roskomnadzor withdrew its claims, but on August 30, Gazprom Media said that links to the pirated content of the holding are still available on the Yandex.Video service. The press service of Gazprom Media made it clear that the holding reserves the right to file new lawsuits.
