Decision on gas transportation tariffs for independent producers to be taken by November 1

The tariff will be indexed in 2019

MOSCOW, October 22. /TASS/. Discipline authorities brought closer their positions on Gazprom’s tariffs for transportation of natural gas of independent producers and the method of their calculation. The decision will be made by November 1, Deputy Head of the Russian Federal Antimonopoly Service (FAS) Anatoly Golomolzin told reporters on Monday.

"This issue is at the final stage of discussions. The government will make a decision in this regard by November 1," the official said.

This pertains to tariffs and to the method of their calculation, he noted. "For the method and for the adjustment accordingly. The case in point is to reach the final agreement in respect of the base tariff and the way of adjusting the base tariff subject to the forecast of regulated tariffs dynamics within the midterm forecast framework," Golomolzin said.

A whole range of conciliation meeting was held by authorities, the official said. "We brought together positions of authorities on this issue as much as possible in terms of components influencing on pricing. However, this is an only document that should be taken into consideration because this refers to a range of documents we will approve within the framework of the gas supply roadmap," Golomolzin said. "In particular, this refers to rules of non-discriminatory access, changes in gas supply rules," he added.

All the grounds are in place to believe that the tariff will be adjusted in 2019, he added.

Gazprom is the only owner of main gas pipelines in Russia and other producers should pay therefore for gas transportation. Gas transportation tariffs for independent producers were not adjusted since 2015. They were planned to be increased by 3.4% from July 1, 2018 but the decision has not been made yet.
