MOSCOW, June 20 (Itar-Tass) - The State Duma will discuss a bill on protection of copyright in cinematography at second and third readings at once, Duma Speaker Sergei Naryshkin told journalists on Thursday. "The deputies thought they should join efforts for the protection of the copyright in the field of cinematography," Naryshkin said. "The situation in this field is highly ready for that," the speaker added.
The protection of the intellectual property rights in the field of music and literature will be discussed at the State Duma early in the fall, Naryshkin said. "We have enough time in June and July to make thorough preparations for that," Naryshkin added.
The bill stipulates the order of barring access to the piracy content on the Internet. The holder of the intellectual property copyright with his claim backed by a court resolution should apply to the Federal Service for Supervision of Consumers' Protection and Welfare (Roskomnadzor), demanding to bar access to the site of the Internet provider which circulates video products illegally.
Roskomnadzor shall, within three days' time, identify the provider and officially notify the provider that the illegal videos should be removed from the website.
If the notification is ignored and no measures follow other Internet operators are informed about the pirate site and instructed to bar access to the pirate website which circulates video products illegally.
The State Duma adopted the bill on the protection of intellectual property rights at first reading on June 14. It allows blocking websites which illegally demonstrate cinema and video products. The authors of the bill claim that the Internet piracy has reached a dangerous scale, inflicting 60-billion-rouble losses a year.
