Tax system development among main tasks set out in presidential Budget Message

MOSCOW, June 13 (Itar-Tass) - Stability of the tax system, its development and optimization are mentioned among the main tasks in the Budget Message Russian President Vladimir Putin delivered on Thursday.

The Message says it is necessary to ensure stability of the tax system. It can be amended only when this is required by development of contemporary economy and new priorities in the state’s economic policy, including the need to stimulate new productions and investment and improve the quality of the taxation management.

It is pointed out in the Message that proposals had been drafted to ensure equal conditions for citizens’ taxation in making investment to various facilities for the development of the financial sector and stimulation of the development of territories of the Far East, Buryatia, Baikal Region and Irkutsk Region, and working of new mineral deposits, also on the shelf.

The document says that there is a need for simplified tax management, making it similar to accounting, for improvement of the quality of the taxation management, taking measures against tax evasion, also through the use of offshore jurisdictions, and concluding the work to amend legislation of the Russian Federation, as regards taxation on property, first of all, realty, including revenues duties on luxury property.
