MINSK, June 13 (Itar-Tass) - State Secretary of Russia-Belarus Union State Grigory Rapota has declared on Thursday that no basis was created yet for the adoption of the Constitutional Act of the union state.
The treaty on the establishment of the union state clearly envisages integration in a broad spectrum, which actually creates the basis both for the establishment of the union state and the basis for the Constitutional Act, Rapota declared at a session of the Parliamentary Assembly of the Russia- Belarus Union State on Thursday. Currently, problems of creating a single energy, transport and migration space still remain unresolved, Rapota stressed.
Acting in strict conformity to the letter of the document (the treaty on the establishment of the union state) we are not prepared yet to propose the Constitutional Act, Rapota said. The Constitutional Act should be prepared by a special constitutional parliamentary commission, but it does not work yet, Rapota said.
