MOSCOW, June 10 (Itar-Tass) - Russian President Vladimir Putin levelled criticism on annual working plans of several ministries presented to him. He urged the ministers to avoid formalism in the drafting of these documents and recalled them about personal responsibility for the results of their work.
“The chiefs of all agencies bear personal political responsibility for the results of their work,” the president said at a special meeting devoted to this issue with the heads of the ministries of the law enforcement block. “Certainly, I expect a high executing discipline and efficient work from you,” he added.
“You should get rid of formalism,” the president demanded.
Putin noted that he had already studied the plans, which were presented by the civil agencies. “There are many problems there,” he stated.
“But what I saw in your plans, on the one hand, disappointed me partially, I will not conceal it, and, on the other hand, I am very glad that I started this work, because only when I take a look at what we are planning, you begin to understand the style of our work and how we are formulating the tasks, so, how we will achieve concrete results in the work,” the president acknowledged.
The president urged the heads of the agencies to be brief. “We do not need big volumes, from which it is not clear, what the results of our work will be at the yearend,” he said. “Such wordings as “to work on the need to draft a bill”, you know, do not fit at all,” Putin gave an example of such wording.
Putin also warned the ministries from the wordings “the question will be settled, if appropriate financial resources are allocated.” “The law on budget is approved, we should act within the approved budget, the tasks should be formulated concretely, the easier, the better,” he stated. “If some annual tasks do not correspond to what is stipulated in the decrees, then you should work it out with the government, work with the Finance Ministry and introduce the adjustments timely,” the president said with regret.
Head of the Russian Presidential Administration Sergei Ivanov, presidential aide Elvira Nabiullina, presidential aide - head of the Presidential Control Directorate Konstantin Chuichenko, Interior Minister Vladimir Kolokoltsev, Defence Minister Sergei Shoigu, First Deputy Secretary of the Russian Security Council Yuri Averyanov and Deputy Foreign Minister Sergei Ryabkov were participating in the meeting.
