Senators submit in State Duma bill on criminal responsibility for hounding animals on people

The document introduces responsibility in the form of a fine of up to 80,000 roubles or the levying of the salary for six months

MOSCOW, May 22 (Itar-Tass) - The members of the Federation Council submitted in the State Duma a bill, which envisages criminal responsibility for hounding the animals on people and setting a fine of up to 80,000 roubles for a brutal attitude to animals.

The authors of the initiative - senators Andrei Klishas, Konstantin Dobrynin and Vadim Tyulpanov offer “to introduce responsibility for the hounding of animals on people by its owner or any other person, which exercises the temporary control of the animal, if this entailed a heavy damage to the health of the person.” For this crime correctional works of up to three years or the deprivation of freedom of up to three years with the restriction of freedom for one year or without this restriction is envisaged.

The bill holds that if the heavy damage to the health of a person is inflicted over the violations of “the rules of keeping and walking with the animals,” the culprit will face correctional works of up to two years of the deprivation of freedom for the same period of time.

Meanwhile, the document introduces responsibility in the form of a fine of up to 80,000 roubles or the levying of the salary for six months “for a cruel attitude to animals that entailed their death or wounds, as well as their tortures.”

The authors of the initiative explain the introduction of the amendments in the Russian Criminal Code by more frequent cases of a brutal treatment of animals and quite frequent attacks of the animals, particularly the dogs of “potentially dangerous breeds,” on people. Meanwhile, the recent incidents are caused by “the ignorance of the rules of keeping and walking with animals by the owner of the animal,” the explanatory note to the bill said.
