KRASNOYARSK, May 22 (Itar-Tass) - The leader of the Civil Platform party, tycoon-turned-politician Mikhail Prokhorov, has offered to grant Russian citizenship to excellent foreign students if they stay to work in Russia.

“As for me, I would grant citizenship to (foreign) graduates with excellent marks,” he said in a lecture at Siberian Federal University. However, this must happen only on condition they stay to work in Russia.

The tycoon also offers not to close education institutions that are seen as ineffective, but create for them equal conditions for competition in which those that fail will drop out.

“If people want to open higher education institutions, let them do it,” he said, expressing confidence that they must get “an equal competitive environment”. As a result of this competition inefficient institutions will shut down in five to seven years, he said.
