Russia ratifies agreement on Russian military base in Tajikistan

MOSCOW, May 8 (Itar-Tass) - President Vladimir Putin has signed the federal law, “On the Ratification of the Agreement between the Russian Federation and the Republic of Tajikistan on the Status and Stay of Russian Military Base on the Territory of the Republic of Tajikistan”, the Kremlin press service reported on Wednesday.

The law was approved by the State Duma on April 19 and passed by the Federation Council on April 27. The agreement was signed in Dushanbe on October 5, 2012 for the term of 49 years to be automatically extended for a period of next five years. The ratification of the document “meets the interests of defence capability and security of the Russian Federation. Its implementation does not sustain additional expenses.

“The agreement implies that during the stay in Tajikistan, the Russian military base protects the interests of Russia and Tajikistan and ensures security of Tajikistan jointly with other military units,” the press service said. Russia makes contribution to supplying arms, military and special hardware to Tajikistan in compliance with Russian legislation on military-technical cooperation with foreign states, the press service said.

The document regulates the status of personnel of the military base and family members and establishes the procedure for using military units of the base in coordination with Tajikistan’s Armed Forces. The agreement also regulates the base’s daily activity and property relations on using facilities of movables and immovables, plots of land.

The agreement envisions the procedure for moving military hardware outside garrison sites, transporting military cargoes and personnel and crossing the state border. The document regulates issues related to supplying electricity, water, communication to the base.
