MOSCOW, April 16 (Itar-Tass) - Mikhail Prokhorov, the leader of the Civil Platform party, suggests two options of Russia’s development.

"A professional level of state administration is of great importance in contemporary world. I see two options of effective development,” Prokhorov wrote in his blog on Tuesday.

The first option implies that “the president takes on the function of running the government combining his powers with the powers of the prime minister.” The businessman describes this option as effective but doubts whether it’s fully constitutional.

The second option, which Prokhorov believes to be more “realistic”, sounds as following: “The government stops being political and switches over to reforms that have become ripe: to develop competition, increase labor productivity, cut the costs, develop infrastructure, create new jobs, get down to reforms of the housing and utilities sector. That will improve people’s living standards and will return Russia to the top league of countries that determine the rules of the new world economic space.

"However, to fulfill any of the options, the president needs to demonstrate political will while the premier should show political wisdom,” Prokhorov wrote in his blog.
