The criminal case was opened on the basis of the criminal materials of the Prosecutor General’s Office. “Numerous violations of the legislation on the joint stock societies, the development of the special economic zones, the regulating procedure for the use of property and financial resources” are the motives for the opening of the criminal case. In particular, the Prosecutor General’s Office stated that the legislation on the conclusion of the deals is not observed, the measures of property preservation are unacceptable, the costs of the open joint stock society for managerial activities in 2012 exceeded 1.3 times the expenses for investment activities.
Meanwhile, the violations related with the activities of Akhmed Bilalov, the cases of groundless expenses for the trips of the chief executives of the company in the far foreign countries with the use of the elements of luxury were found in the investigation.
On Monday, spokesperson for the Prosecutor General’s Office Marina Gridneva noted that another embezzlement case in the Resorts of the North Caucasus was found. The materials were also submitted in the Investigation Department of the Russian Interior Ministry to check “whether the defendants are to blame for a crime under Article 159 Part 4 of the Russian Criminal Code for a massive fraud by a criminal organized group in a preliminary conspiracy.”
The open joint stock society Resorts of the North Caucasus was established in 2012 at the decision of the Russian government to manage a tourist cluster in the North Caucasus, the Krasnodar Territory and Adygeya, particularly for the construction of new mountain ski, beach and balneologic resorts.
Its charter capital (over 15 billion roubles) was formed by 96% from the monetary funds, which were transferred from the federal budget.
