MOSCOW, March 1 (Itar-Tass) – Russian President Vladimir Putin has submitted to the State Duma a mixed system election bill restoring the election of legislators on party tickets and in 225 single mandate constituencies, sources in the staff of the lower house of parliament told Itar-Tass.

The bill on the mixed system of electing State Duma members leaves the 5-percent qualification hurdle intact.

“On the basis of the returns from elections in the federal constituency the legislators’ mandates are distributed among the candidates present on the federal lists of parties that have collected five or more percent of the ballots cast by participating voters,” the explanatory note accompanying the bill said.
