MOSCOW, January 31 (Itar-Tass) – The Russian government will carry out structural modernization of the social sphere, Prime Minister Dmitry Medvedev pledged on Thursday.

“Financing of the social sphere has considerably increased in the past decade, and it is very good. But money is not enough,” he said at an extended cabinet meeting, presenting to the president and he State Council basic guidelines for the government’s activities till the year 2018. “Structural and technological modernization is needed, as are new standards for services that would meet individual demand of each man. It is a difficult task, because people have different needs, but eventually this is the core of qualitative changes in the social sector.”

According to the prime minister, the government has already adopted state programs for the development of education and public health sectors. Moreover, Russian regions are implementing their modernization programs. “It goes without saying that not only budget-financed establishments but also relations between the state and public structures are subject to modernization,” Medvedev noted, adding that he meant measures to support volunteer movements and socially oriented non-profit organizations.
