MOSCOW, January 25 (Itar-Tass) – The Main Military Prosecutor’s Office opened 13 criminal cases over the damages worth of 90 million roubles in the bad fulfilment of the state contracts in the Russian Strategic Missile Troops (RVSN), the Main Military Prosecutor’s Office reported on Friday.
“The Military Prosecutor’s Office of the Russian Strategic Missile Troops conducted the inquiries in 16 Russian regions over the fulfilment of the state contracts at the cost of over 500 million roubles in the reclamation (land restoration – Itar-Tass) of the firing positions in the troops,” the Main Military Prosecutor’s Office noted, adding that the specialists from the Audit Chamber, the Federal Financial Monitoring Service, the financial inspection of the Defence Ministry, as well as the officers from the main department of economic security and counteraction to corruption of the Russian Interior Ministry and the security services in the troops were involved in the inquiries.
“The detectives found that the works on 16 contracts, which were concluded with different commercial entities, were not fulfilled completely and had the inferior quality that resulted in over 90 million roubles of damages to the Russian state. The audit documentation was signed by the commanders of the military units and was approved in the command staff of the Russian Strategic Missile Troops without any proper acceptance of the works done,” a source in the Main Military Prosecutor’s Office said.
On the criminal materials of the military prosecutors that were submitted in the military investigation bodies under Article 37 of the Russian Criminal Procedure Code, 13 criminal cases were opened, particularly against five commanders of the missile divisions under Article 286 Part 3 for abuse of powers that entailed heavy consequences and against two heads of the limited liability company PromSpetsStroy under Article 159 Part 4 for massive fraud and Article 204 Part 4 of the Russian Criminal Code for bribery.
“During the inquiries over ten million roubles were brought back in the state budget on the orders of the military prosecutors,” the source said.
The Russian Interior Ministry reported on Thursday that “the misappropriations of the budget funds, which were allocated to the RVSN for the reclamation of the firing positions after the dismantling of the silo launchers, were recorded.” Illegal schemes of misappropriations from 500 million roubles, which were allocated to the Defence Ministry in 2008, were exposed. The senior officials from the Defence Ministry and representatives of several commercial entities are suspected of these crimes.
In particular, the Interior Ministry noted that the head of a department in the RVSN concluded a contract with the limited liability company PromSpetsStroy, which his former subordinate ruled, at the cost of ten million roubles for the reclamation of 11 firing positions in the Orenburg Region. For the contract the PromSpetsStroy chief extorted 1.5 million roubles as a kickback from the general director of the Orenburg company.
The first two criminal cases against two commanders of an RVSN formation in the Moscow Region were opened last November. On the contract concluded in February 2009 between the RVSN armament department and PromSpetsStroy for the reclamation of the lands after the pulling down of the facilities of a military unit, chief of staff of the military unit Maj. Gen. Valery Tarazevich, who performed the duties of the commander of the formation, and then commander of the military unit Col. Farid Shigmardanov, who were being aware that the terms of the contract are not fulfilled completely, signed the false acceptance acts, under which the state authorities paid more than seven million roubles. Meanwhile, on the orders from Shigmardanov the workers dismantled several buildings and facilities in the military unit, inflicting over 16 million roubles of damages to the Defence Ministry.
