MOSCOW, January 22 (Itar-Tass) — The scenarios of Russia’s development worked out by the international expert council for Russia at the World Economic Forum are not favorable, Russian Deputy Prime Minister Arkady Dvorkovich said at a briefing on Tuesday. However, the Russian government believes that such presentation of the problem lets Russia think about what must be changed in the country’s policy, he stressed.

He said scenarios prepared by the expert council take into consideration three major aspects in different variations – situation on global oil markets, paces of institutional reforms in the Russian Federation as well as the level of regional integration or differentiation of regions inside Russia. “Proceeding from this three scenarios emerge: drop in oil prices with well-know consequences for declared, high oil prices and the lack of institutional reforms and the strengthening of regional differentiation of the regions against the background of a general stagnation,” he reported.

“This does not mean that all scenarios are catastrophic, but they are not optimistic either,” he admitted. “The prime minister will express his opinion on these scenarios,” Dvorkovich told reporters.

“Despite these expert conclusions, we have a positive view of development,” Dvorkovich pledged. “And it is good that the scenarios are not good enough, because they make us think,” he stressed. “This is a good challenge for the Russian government, a reason for thinking about what is being done wrong, what must be changed,” he believes.
