Ukraine intends to ease adoption procedure

If the draft law is adopted, the adoption procedure will be strictly regulated

KIEV, January 17 (Itar-Tass) – President Viktor Yanukovich has submitted a draft law to the parliament to ratify the Convention on the Protection of Children and Cooperation in Respect of Intercountry Adoption, the Ukrainian parliament’s secretariat reported on Wednesday, January 16.

The document envisages changing several rules in respect of adopting Ukrainian children by foreigners. The priority right will be given to citizens of the member-countries of the Convention and to the states, with which corresponding agreements were signed earlier, as well as to relatives of children. In addition, only the power’s institutions – the child protection services, the structures for children’s affairs, the Ministry of Social Policy and Ukrainian consular missions abroad – should deal with adoption issues. Foreign organisations, which will get permit to such activity, will collect documents and represent children’s interests.

If the draft law is adopted, the adoption procedure will be strictly regulated.

The draft law also includes proposals to the text of the Convention that should be approved by its members. In particular, Ukraine proposes to allow children to leave abroad after a juridical decision comes into effect. A foreign agent on his territory will be allowed to adopt a child if he follows an adopted child’s fate.
