Russia enacts law on rotation in state service

MOSCOW, January 1 (Itar-Tass) —— The law on rotation in the state civil service entered into force in Russia on Tuesday. The United Russia Party believes that this law will help combat the corruption.

“The officials, who hold the posts of the chief executives in territorial bodies of federal executive authorities, which perform controlling and supervising functions, are subject to compulsory rotation,” first deputy head of the United Russia faction in the State Duma Vyacheslav Timchenko told reporters. This provision of the law embraces territorial departments of such agencies, as the Russian health watchdog, the Russian consumer rights watchdog, the Federal Service for Labour and Employment, the Russian technological watchdog, the Federal Anti-Monopoly Service, the Federal Taxation Service and other agencies.

“The rotation means the transfer of a state civil official to other Russian regions each 3-5 years,” the deputy noted. The law stipulates the reasons, under which an official can refuse from this requirement, particularly if he is sick, or a member of his family cannot live at a new place for health reasons.

Timchenko noted that the law “is primarily targeted against the corruption”, meanwhile, the category of chief executives is singled out not on the occasional basis. “The rotation in this category is not just desirable, but vitally needed. Corruption or irresponsibility that is not much better in this sphere, as our recent experience shows, frequently result in the most tragic consequences,” the deputy said. He gave as examples a major fire at the Lame Horse nightclub in Perm on December 5, 2009 and a devastating flood in the city Krymsk in 2012.

Meanwhile, “the rotation should be considered as a personnel and managerial measure, which is needed for an official not to procrastinate at one post,” Timchenko noted. “With the skilful use it can and should give a new impetus to the work and an impetus to development,” the deputy said with confidence.
