MOSCOW, December 26 (Itar-Tass) — The Federation Council (FC) upper house of the Russian parliament, at a plenary meeting here on Wednesday, will discuss a bill passed in response to the Magnitsky Act. The bill envisages, in particular, a ban on the adoption of Russian children by US citizens.

On Tuesday, the FC Committee on Constitutional Legislations, Legal and Judicial Affairs recommended the House to approve the document. The FC Committee on International Affairs came forward with a similar reoslution earlier. The FC Members arrived at a conclusion that the bill in response to the US-adopted anti-Russia Act "corresponds with the Constitution of the RF, Russian legislation, and international obligations of the RF", Committee Chairman Andrei Klishas told journalists.

House First Deputy Speaker Alexander Torshin also stated his support for the response bill. "Proceeding from the results of conversations with colleagues, I think the Federation Council will approve it," he said with confidence.

A blacklist of US citizens banned from entering the territory of the RF will be within the competence of the Russian Ministry of Foreign Affairs. Candidates for a blacklist may be suggested by State Duma and FC members, political parties, and the hthe commissioner for human rights in the RF. The Foreign Minister is supposed to report it to the Houses of the Federal Assembly (parliament) at least once a year how the law is complied with.
