RF government adopts state programme of affordable comfortable housing

Ministry of Regional Development will place it on the Internet within two weeks

MOSCOW, December 3 (Itar-Tass) — The Russian government adopted a state programme on affordable and comfortable housing and maintenance services.

The governmental press service reports that the programme includes sub-programmes on conditions for comfortable housing and conditions for quality maintenance services. The programme includes also federal special programmes Housing for 2011–2015, and Clear Water for 2011–2017. The government will also offer a new Housing federal programme for 2016–2020.

The state programme includes aspects of allocation of land for the economy-class housing construction, involvement of non-profit civil organisations and individual constructors, use of energy effective and resource saving technologies in construction and production of materials.

The programme covers moving residents of wreck houses to new ones, providing housing for the categories under the federal legislation, housing for young families, and modernisation of housing.

The state programme plans to lower price of one square metre of housing by 20 percent to 2018, as well as to lower losses during production and transportation. Mortgage interest rates are to be lowered, where the number of mortgage loans should reach 868,000 a year in 2020. The government will offer support for mortgage loans taken by certain categories of people, and will develop the market of affordable rented housing.

The government ordered the Ministry of Regional Development to place the state programme on the Internet within two weeks.
