Government to discuss social support, culture’s development, entrepreneurs’ ombudsman

MOSCOW, November 29 (Itar-Tass) — Russia’s government will discuss on Thursday state programmes on social support, on development of the culture and tourism, as well as an issue on entrepreneurs’ ombudsman.

The governmental press service reports the first matter on the agenda will be draft state programme “Social support of citizens.” The programme is aimed at improvement of the social support system for certain categories of people, at support for families, development of effective systems of social services. The programme comprises of four sub-programmes: “Development of measures of social support for certain categories of people,” “Modernisation and development of the social services,” “Improvement of social support for families and children,” “Effectiveness of state support for socially oriented non-governmental organisations.”

The ministers will discuss state programme “Development of culture and tourism” to 2020. The document has the following sub-programmes: “Heritage,” “Arts,” and “Tourism.” The state programmes integrates federal special programmes “Russia’s Culture (2012-2018)” and “Development of domestic and foreign tourism in the Russian Federation (2011-2018).”

Besides, the government will discuss federal bills on entrepreneurs’ ombudsman and necessary addendums to the current legislation. It is considered necessary to establish an institute of entrepreneurs’ ombudsman as quite often businesses are unable to settle by themselves situations, where their rights and legal interests are violated, especially in cases of administrative barriers, bureaucratic pressure, and corruption from officials.

The government will also distribute subsidies to co-finance expenses for state programmes in agriculture for 2008-2012. It may reimburse certain parts of expenses for interest on short-term loans and investment borrowings from Russian financial organisations, for support for seeds supplies to the Extreme North and alike territories, for support of flax and hemp, for reimbursement of expenses for chemical protection of plants and for support of elite seed growing.
