Policeman detained in Moscow on suspicion of kidnapping

According to preliminary data, the traffic police inspector beaten the victim up and locked him up in the basement of garage

MOSCOW, November 19 (Itar-Tass) — The investigation authorities in Moscow have opened a criminal case against duty officer of the 1st company of the separate traffic police regiment of the South-Western District police department of the city who is suspected of kidnapping. The investigation is going to request his arrest, the Investigative Committee (SK) of Russia told Itar-Tass.

“The police officer is suspected of committing a crime under Article 126, part 2 of the RF Criminal Code “forcible abduction by a group,” said the department, pointing out that the restraint measure against the detained is being considered.

“The investigative actions and other measures aimed at establishing all the circumstances of the incident, and the search for the second man who took part in the abduction are conducted,” the committee said.

The press centre of the Russian Interior Ministry (MVD) told Itar-Tass earlier that the detention was made by officers of the Moscow criminal investigation department (MUR) jointly with the internal affairs unit of the MVD department for the South-Western Administrative District on November 14, but until Monday was not reported in the interests of the investigation.

According to preliminary data, the traffic police inspector of the MVD department for the South-Western Administrative District in the rank of police major, being off duty with an accomplice kidnapped a man in Sinelnikov Street. The police officer beaten the victim up and forcibly drove him by car to a private garage in Ostrovityanova Street. There he demanded that the man return him a debt in the amount of 878 thousand roubles and locked him up in the basement of the garage.

“The victim managed to break free independently, after which he turned to the police,” the Interior Ministry said, adding that “the search for the accomplice in the crime continues.”

The press service of the main MVD department for Moscow reported that the in-house probe is currently underway, after which the detained officer will be dismissed from the police force for misconduct. “The immediate superiors of the officers were brought to disciplinary responsibility. Chief of the duty shift of traffic policemen of the South-Western Administrative District police department was suspended for the period of the official investigation,” the MVD main department for Moscow said.
