Tuapse police to undergo new performance review

MOSCOW, November 6 (Itar-Tass) — The police department in Tuapse whose personnel staged a fistfight with shooting, will have to undergo performance review, the Interior Ministry said on Tuesday.

"The Interior Minister ordered to carry out performance review of the police at the Tuapse department, Krasnodar Territory," the Ministry's press service told reporters.

"A commission from the Ministry’s central office led by internal security department agents has been sent to the area with a fact-finding mission, to ascertain the cause of the incident and the role of the Krasnodar Territory police department," it said.

On Tuesday, Krasnodar Territory police chief Vladimir Vinevsky fired Tuapse police, including the head of the Tuapse police department for the fight with shooting, in which a civilian was injured.

According to the Investigative Committee, two police officials quarreled in the evening of November 4. They agreed to meet in a Tuapse street to resolve the conflict. One of them came to the meeting with his acquaintance who did not belong to police, and another turned up together with his colleagues. After an emotional talk, the conflicting parties pounded each other. One of them fired a non-lethal gun, injuring a civilian who happened to be close to the scene. The victim was rushed to hospital.

The Krasnodar Territory police chief ordered a service check, which was followed by his decision to fire an office head of the Tuapse district police department, the head of the rear department for the Tuapse district, two senior road police inspectors in the Tuapse district, an inspector from the center for enforcing administrative legislation in the Tuapse district and the chief of the criminal investigation department of the Tuapse district.

The police were fired for "negative reasons /in connection with the commission of offense which defames police/."

"The guarantors of these officers have been severely disciplined," the Interior Ministry said. Senior regional police officials have been held responsible too.

Subsequent reports identified the conflicting parties as Tuapse district police chief Mikhail Smirnov and his deputy Tigran Bagdasaryan

Bagdasaryan and his driver sought medical assistance. Bagdasaryan reportedly suffered brain concussion.

All the police officers in question have been fired without the right of reinstatement.

Bagdasaryan will be relieved of his duties after his discharge from hospital.
