MOSCOW, October 22 (Itar-Tass) — Participants in the State Duma debates propose the United States to set an “immediate” moratorium on death penalty.
The lower house of parliament will prepare corresponding recommendations to this effect. In addition, different proposals are related to the State Duma itself, the Central Election Commission and the Foreign Ministry. However, most proposals regard “higher bodies of the U.S. legislative and executive authority”.
They are recommended “to recognise the competence of the Committee on the Elimination of Racial Discrimination and the Committee Against Torture to receive and consider reports from persons being under the U.S. jurisdiction. Washington should carry out the recommendation of the Committee on the Elimination of Racial Discrimination and the Working Group at the U.N. Human Rights Council to create a human rights independent institution in the U.S. that will correspond to the Paris principles”, the document says.
In addition, the U.S. “should toughen punishment for racism, racial and religious discrimination, Xenophobia and other manifestations. The U.S. also should objectively investigate all cases on secret detainees within its global counter-terrorism campaign, take necessary measures to restore the rights to victims, including the payment of compensations”, the document says.
Americans should “immediately disband the prison in Guantanamo”, experts say. They also insist American servicemen and personnel of private military enterprise be brought to responsibility for violations of international humanitarian law and international law on human rights”.
Duma experts also insist a moratorium on death penalty be immediately set. In addition, the U.S. is recommended “to take measures to prevent cruelty to children in American families and investigate any fact in order to bring to responsibility those who are guilty of committing crimes”, experts stressed.
