Duma to request govt to allocate extra Rub 15,5 bln to regions

MOSCOW, October 19 (Itar-Tass) — The State Duma lower house of Russia’s parliament intends to propose to the Government of the Russian Federation to consider additional allocations from the federal budget in 2012 for the support of the regions in the amount of 15.5 billion roubles.

The corresponding recommendation is contained in the Duma’s draft resolution on the adoption of the draft federal budget for 2013-2015 in the first reading, prepared by the house Committee on Budget and Taxes. The first reading of the government bill will be held on Friday.

The draft resolution, inter alia, contains recommendations on the introduction of changes to the 2012 federal budget. In order to cover the deficit of the regional budgets the lawmakers propose to the Cabinet to consider increasing the budget allocations for subsidies to support measures to balance the budgets of the subjects of the Russian Federation in the amount of 8 billion roubles. The Duma proposes to allocate 6 billion roubles to the RF regions affected by drought in 2012 to compensate for the losses. Another 1.5 billion roubles can be allotted for subsidies to regional budgets, the level of fiscal capacity which for 2013 does not exceed Russia’s double average.

In addition, the lawmakers propose to consider allocating 2.3 billion roubles for the social development of rural areas, including for the construction of housing for young families, installation of gas service and water supply. The MPs also propose to the government to allocate additional budget funds where possible for raising in 2012 the average wage of the academic teaching staff up to 100 percent of the region’s economy wages, with its subsequent increases with the implementation of structural reforms, for increasing the authorised capital of Rosselkhozbank (Russian Agricultural Bank), for the provision of subsidies in the form of asset contribution to Vnesheconombank (VEB) for the formation of the direct investment fund, for the development of the Moscow transport hub, and for measures to accelerate socio-economic development of Siberia and the Far East.

In addition, the government is offered to consider restructuring the budget loans on the preparations for the XXII Winter Olympic Games and XI Paralympic Winter Games of 2014 in Sochi, XXVII World Summer Universiade 2013 in Kazan, as well as measures to ensure liquidation of the aftermath of natural disasters, drought and support for one-company municipalities, the return of which is planned for 2012 - 2016.

For ensuring the stability of the tax system lawmakers propose to the Russian Finance Ministry to ensure the presentation to the State Duma of the RF draft tax policy guidelines for 2014 and the planned period of 2015-2016, no later than two weeks prior to its submission to the RF government for the document’s discussion in parliamentary hearings.
