RF govt to provide RUB 6 bl in support of agricultural producers

MOSCOW, October 13 (Itar-Tass) —— The Russian government will provide 6 billion roubles in support for agricultural producers affected this summer’s drought, according to a decision adopted on October 11 and posted on the government’s website on Saturday, October 13.

The Ministry of Agriculture, the Ministry of Energy and regional administrations have been instructed to “take necessary measures to provide agricultural producers with fuel in amounts sufficient for effective harvesting work and autumn sowing operations in 2012, including diesel fuel and gasoline, at low prices in accordance with effective supply contracts”.

The Federal Antimonopoly Service (FAS), the Ministry of Energy, the Ministry of Industry and Trade, regional executive bodies and industry unions have been instructed to “monitor fuel and mineral fertiliser prices”.

The Agriculture Ministry together with the federal executive authorities will have to submit, taking into account the price monitoring results, coordinated proposals to the government for the support of agricultural producers for purchasing fuel, lubricants and fertilisers for 2013 seasonal fieldwork.

Following an assessment of the damage caused to agricultural producers due to adverse agro-climatic events of the year, the Finance Ministry, the Agriculture Ministry and the Economic Development Ministry have been instructed to provide for the allocation of 6 billion roubles from the 2012 federal budget in the form of subsidies to the budgets of constituent entities of the Russian Federation to support agricultural producers affected by drought (within the federal budget provided for in Paragraph 2, Section I of the minutes the Government meeting on July 13, 2012 No. 24).

In preparing and implementing these measures, priority will be given to support to agricultural producers with valid agricultural insurance contracts covering the 2012 harvest.
