Putin proposes contracts with student teachers to keep them in regions

He believes that this will not infringe upon anyone’s interests

MOSCOW, October 3 (Itar-Tass) —— President Vladimir Putin proposed thinking about signing contracts with student teachers financed by regional budgets to make them stay and work in their regions.

“If young people are sent to pedagogical institutes to study by their regions and they study there at the expense of their regions, a contract can be signed with them in advance to require them to work in a certain region for some time after graduation,” Putin said at a meeting with the finalists of the “Russia’s Teacher of the Year-2012” award ceremony on Wednesday, October 3.

He believes that this will not infringe upon anyone’s interests.

“Either a person wants this and signs the contract or he does not and then he does not sign it and does not study,” the president said.

One of the finalists suggested devising a mechanism that would obligate the graduates of pedagogical institutes to work in their regions.

“Well, shackles are out of the question here,” Putin replied.

He believes that a person may be required to return the full amount spent on his education if he refuses to sign a contract, but there is no way to force them to do so.
