STRASBOURG, October 1 (Itar-Tass) — The Russian delegation to the PACE will vote against a review report on honouring its obligations and commitments, deputy head of the delegation, PACE deputy speaker Leonid Slutsky told Itar-Tass on Monday.

At the PACE bureau “the Russian delegation has lodged a protest against recommendations prepared by the Council of Europe Committee of Ministers”, Slutsky said, adding that the document had been debated without Russia’s participation.

“I was supported by several authoritative members of the PACE Bureau, including by the head of the PACE monitoring commission,” the PACE deputy speaker stressed.

Slutsky noted that if recommendations were approved, “the process of Russia’s monitoring will be brought at the level of the CE executive structure”. “This will prove of double standards towards Russia”, the deputy head of the Russian delegation said.

The parliamentarian also said the PACE leadership “is rather confused” about the postponed of a visit to Strasbourg by State Duma speaker Sergei Naryshkin. “If the draft document is discussed in advance, the reaction may be another,” the PACE deputy speaker pointed out.
