MOSCOW, September 21 (Itar-Tass) — Russian shipbuilders have formed a working commission to investigate the problems of the Vikramaditya aircraft carrier, the United Shipbuilding Corporation's head Andrei Dyachkov said on Friday in his report to Vice Premier Dmitry Rogozin in the presence of reporters.

"A working commission is set up to investigate the situation," Dyachkov said, adding that he would report about the first conclusions soon.

According to the USC president, one of the causes of the problems was the mistake to choose thermal insulation material for boilers of the ship. Russian builders use asbestos material, while the Indians asked for eco-friendly brick material.

Rogozin noted that the intergovernmental Russian-Indian commission would meet on October 15. He heads the Russian side of the commission. Rogozin asked to prepare all the necessary materials by the meeting for the argumentation of the producers and proposals to complete the work on the ship to be put on the table for the talks.

Rogozin, who is chairman of the Russian government's military industry commission, reminded that the Russian-Indian commission on military technical cooperation would meet soon, ahead of the intergovernmental commission meeting. It is important to do everything for the disputed issues to be settled by the Russian-Indian summit planned for early November, he noted.
