GORKI, September 10 (Itar-Tass) — Prime Minister Dmitry Medvedev has suggested creating a new quality control system in the space industry.
“The industry that consists of 15 integrated structures needs a totally new unified quality management system at all stages of work from design to operation,” Medvedev said at a meeting on reliability and quality in the space industry, held on Monday, September 10.
In his opinion, it is “necessary to create industry test, certification and electronic component centres as well as independent centres for verifying flight tasks for launch vehicles”.
“There must be a unified industry facility for final comprehensive testing of rocket carriers, boosters, spacecraft and engines,” Medvedev said.
Medvedev demanded that discipline as strict as in Soviet times be restored in the space industry.
“No one has abolished strict discipline. It existed in Soviet times and it must be today,” he said.
He believes that “liability of engineering and technical personnel must be increased, and requirements to personnel must be raised at all levels.”
“All this manifests itself in disciplinary liability within an enterprise and outside it in the liability of the whole company with all ensuing consequences,” the prime minister said, adding that this means “financial liability”.
