MOSCOW, September 1 (Itar-Tass) —— Failure to pay a fine will begin to be punished with mandatory public works in Russia as of next year, the press-service of the federal service of court bailiffs said this week.

On January 1, 2013 Russia will for the first time use a new type of administrative punishment – public works (before it was used only for those responsible of criminal offences).

The service of court bailiffs recalled that now the one who fails to pay the fine on time may be ordered to pay a double fine or arrested for a period of fifteen days.

“However, in practice the use of sanctions is extremely ineffective, because the levying of an administrative fine often proves impossible. The debtor either repeatedly shirks payment or lacks the money,” the service said.
