MOSCOW, August 31 (Itar-Tass) — Russian President Vladimir Putin will chair a session of the Security Council on Friday to review "the measures towards improving the effectiveness of the operation of the defense and industrial sector," the Kremlin press service reported.

The participants will consider "issues of strategic planning of the development of the defense sector, the press service said. They will "generalize the results of the series of Security Council sessions chaired by the head of state over the implementation of state armaments program for each branch of troops.

On Thursday, Deputy Prime Minister Dmitry Rogozin said the cycle of "initial consultations and brainstorms to work out new approaches to the development of the Russian defense sector, and industry and science in general is nearing completion." "It's very important to understand what must be accomplished so that we could at least begin to look beyond the horizon and work on a program of fundamental research," Rogozin underlined.

He regretfully stated that as of today, the "depth of horizon" in military research does not exceed seven years. This situation cannot suit anyone.

"The only way for us to spurt into the lead is to make shortcuts, i.e. try and understand the evolution of thought and technology, and take the shortest way to the point where we could attain our objectives without having to catch up," Rogozin stated.

He underlined that this path "essentially requires science, and scientific prognosis and analysis."
