Criminal proceedings instituted on people death in flood-hit Kuban

At present, investigators determine circumstances related to officials’ actions to protect the population in the Tuapse district, - the regional investigation department said

MOSCOW, August 23 (Itar-Tass) — Criminal proceedings have been instituted upon the death of people during the flood in the Tuapse district, Krasnodar Territory, the regional investigation department reported on Thursday.

“Investigative structures decided to unite cases on the death of four people during the flood in the Tuapse district and on officials’ inaction to prevent the emergency situation,” the investigation department said.

“At present, investigators determine circumstances related to officials’ actions to protect the population in the Tuapse district. Investigators also study issues regarding warning of the population about a possible emergency situation,” the department said.

The flood in the Novomikhailovsky settlement took four human lives, including a 44-year-old woman from St Petersburg and a resident from Krasnodar whose car was washed off with the flood, as well as a 22-year-old Muscovite and a 84-year-old local woman.

“The 22-year-old Muscovite was on the territory of the Olymp stadium where he was caught by the water and died. Investigators study the cause why the young man was on the stadium at night time,” the Investigation Directorate said.

The 84-year-old pensioner died in her flat. “She lived on the ground floor of one of the houses of the Novomikhailovsky settlement. The woman suffered from a disease that restricted movement. When her flat was waterlogged the woman could not leave the flat by herself and died,” the investigation department said.

The operation involved 107 employees and 15 units of transport of the Tuapse Interior Department. In addition, interior forces from Krasnodar, Gelendzhik, Goryachiy Klyuch, special police detachments and SOBR forces for Krasnodar Territory have left for the area.

President Vladimir Putin instructed the Emergency Situations Ministry and the Ministry of Regional Development, as well as the Krasnodar Territory administration to provide assistance to the Novomikhailovsky village that was hit by the food, the Kremlin press service reported.

“The president called for taking necessary measures to provide aid to the victims of the flood, restoring housing and organising normal living conditions in the village,” the press service said.

On Tuesday night, August 22, Nechepsukho River’s water level rose after rainstorms in the village of Novomikhailovsky. Six streets have been waterlogged in houses where 1,500 people live. The rainstorms killed 153 people, destroyed 1,370 houses and waterlogged 7,000 houses.
