MOSCOW, August 13 (Itar-Tass) — The Moscow authorities have rejected the previous investment project to reconstruct the Zaryadye historical district, the city administration said on Monday.

The capital’s urban planning and land commission took a resolution to stop the implementation of the investment project to reconstruct the 20th-25th quarters of the Zaryadye district. The commission is to recognise the resolution, “On the Concept of the Reconstruction of the Rossiya Hotel”, and the government’s resolution on priority measures to carry out the investment project to build a new multi-functional complex on the Rossiya Hotel site, the city administration said.

Earlier, the multi-functional complex was planning to be built on the Rossiya Hotel site. The project by famous British architect Sir Norman Foster was rejected. The city authorities were working out the new project, but later they gave up an idea of building the complex on the hotel site. This happened after in January 2012 Vladimir Putin, who was Russia’s premier, proposed to lay out a park on this site. In his view, the construction of a business centre or a hotel near the Kremlin would have additional load on downtown Moscow.

In February a tender was announced to work out a concept on the development of the Zaryadye district. Over 100 projects from Moscow, regions and from abroad were presented. Moscow Mayor Sergei Sobyanin said the park would be started creating in 2013. A project will be worked out till the yearend, he added.
