MOSCOW, August 11 (Itar-Tass) — Putin has made amendments to the Rules on the Russian State Council and included the heads of houses of the Federal Assembly, presidential plenipotentiary envoys and leaders of factions, the Kremlin press service reported on Saturday.

In compliance with the president’s decree the first paragraph of Point 7 says, “Membership of the State Council is Chairman of the Federal Council of the Federal Assembly of the Russian Federation, Chairman of the State Duma of the Federal Assembly of the Russian Federation, plenipotentiary envoys of the President of the Russian Federation in federal districts, public office holders [leaders of the supreme executive bodies of state power] of the subjects of the Russian Federation, leaders of factions in the State Duma of the Federal Assembly of the Russian Federation.”
