Putin signs law introducing motor vehicle utilisation fee

To address environmental protection concerns, the law introduces a utilisation fee for all motor vehicles produced in or imported to Russia

MOSCOW, August 4 (Itar-Tass) —— President Vladimir Putin has signed the Federal Law “On Amendments to the Federal Law on Production and Consumption Waste and to Article 51 of the Russian Federation Budget Code”.

To address environmental protection concerns, the law introduces a utilisation fee for all motor vehicles produced in or imported to Russia.

The fee will be paid by importers and manufacturers of motor vehicles in Russia, and by those purchasing motor vehicles from persons exempted from paying the utilisation fee, or from persons who have not paid the fee in violation of existing rules.

Payment of the fee guarantees motor vehicle owners subsequent free disposal and utilisation of their vehicles once they are no longer fit for use, the presidential press service said.
