GORKI, July 24 (Itar-Tass) — Russian Prime Minister Dmitry Medvedev believes that Russia should pass to land privatization. “We should get ready to the land privatization,” the prime minister said at a meeting with businesspeople on Tuesday.
“We have been saying from many years that the land is our highest value and we cannot sell it out and that it is the wealth of future generations, but what we have eventually? Today we witness the degradation of the land fund and the lack of real capabilities for the construction of housing and social infrastructure,” the premier said.
“Therefore, we should take a decision (about the land privatization) to this effect after all,” Medvedev believes.
The prime minister recalled about a resolution that he signed for the roadmap to simplify the construction for businesspeople. “By 2018 the time for getting a construction permit should be cut eight times. The figures are so impressive. If we get closely to these figures, I will believe that the work of the government, at least in this trend, is absolutely successful,” the premier stated. He cited the results of the roadmap: “From 423 days on average to 56 days for getting a permit.”
“The settlement of the land question is very important,” Medvedev said. “Today it is very difficult to build for us, meanwhile, a huge territory of lands, which are suitable for construction, are not used,” Medvedev noted. He gave as an example the Moscow Region, which he visited on Monday.
“This is the task, which we should settle as quickly as possible,” he said with confidence. The prime minister cited the opinion of the experts, who believe that a massive land privatization should be carried out, as well as the position of “some governmental agencies, which believe that the privatization is possible only after the recalculation of its cadastral cost and the approval of the territorial planning documents.” “Both positions are just,” the prime minister said, noting that “we should get ready to the privatization of lands.”
